The programme WELOD 3 was formulated on the basis of requests of local counterparts and in line with “The EU Plan of Action on Gender Equality and Women's Empowerment in Development 2010-2015" (GAP), in particular, with objectives 7 (economic empowerment for women) and 8 (combating gender violence).
The programme works through the instrument of budget support to the Ministry of Women's Affairs (MoWA) and the Ministry of Social Affairs (MoSA), combined with activities implemented directly.
In the interest of ownership and institution building, the programme includes the development of specific skills within the MoWA. These skills aim at mainstreaming gender in all institutions and planning, analysis, monitoring and evaluation of general national plans in the various sectors of intervention. The mechanism has also included specific training for the Gender Units of all Palestinian ministries on the process of harmonisation with the CEDAW agreement and the management of public development assistance under the Aid Coordination Structure (LACS).
The programme also foresees specific activities to support anti-violence services, managed by both the MoSA (Mehwar Centre of Bethlehem) and civil society (Family Defense Society Centre-Nablus); the creation, at MoWA, of the first National Observatory on women in difficulty, gender-based violence and stalking; and the reintegration into society of women victims of violence.
Moreover, the programme includes a component dedicated to women’s economic empowerment that includes activities aim at supporting the creation of women’s enterprises in every Governorate of the West Bank through the identification of valid, feasible and sustainable business ideas and the provision of training and coaching.
WELOD 3 is also aimed at implementing the activities as the European Lead Donor in the "Gender Equality and Women's Empowerment" (GEWE) sector.
