Launched in 2009, the WELOD 1 started from the necessity to create space, time and opportunities for women’s participation in public life on the base of the experience with the first four women’s empowerment centres Tawasol in Bethlehem, Hebron, Jenin and Nablus established under the previous Italian programme called TAMKEEN. The Tawasol centres were included in the Palestinian Plan of Reform and Development 2008-2010. Through phase 1 of the WELOD programme, they were expanded to eleven, one for every Governorate of the West Bank.
Moreover, the programme strengthened the role of the Palestinian Authority and civil society organizations in the mainstreaming of gender equality issues in policies and programmes and in the implementation of shared development plans. This was aimed at economic, social and cultural empowerment of Palestinian women and at the protection of their rights.
WELOD 1 implemented a comprehensive training programme on gender and development, the creation of small and medium-sized enterprises, lobby and communication, film production, social journalism and audiovisual techniques for communication and information.
The programme ended in 2012.
